In the afternoon of December 20 and on December 21, 2017, the Party Committee of SASAC held the Party Committee meeting and special meeting successively, conveying and studying the spirit of the Central Economic Work Conference, and arranging and deploying the implementation in the SASAC system and central enterprises. Hao Peng, Secretary of the Party Committee of the State-owned Assets Supervision and Administration Commission (SASAC) chaired the meetings and delivered the speeches, stressing full implementation of the spirit of the 19th National Congress of the Communist Party of China, guidance by Xi Jinping’s thought of socialism with Chinese characteristics in the new era, accurately grasping the profound connotation of Xi Jinping’s thought of socialism with Chinese characteristics in the new era, really unifying thought and action to the scientific judgment of the Party Central Committee on the current situation and major decision deployment of the economic work, constant insistence on the overall tone of making progress while maintaining stability, sparing no effort to promote innovation and development, comprehensive deepening the reform of state-owned enterprises, and constantly strengthening the supervision over state-owned assets, strictly enhancing the party building, trying to promote the state-owned capital to become stronger, better and bigger, and driving the development of the central enterprises to achieve higher quality. Xiao Yaqing, Chairman of and Deputy Secretary of the SASAC Party Committee made specific comments on the implementation.
The meeting believed that the Central Economic Work Conference comprehensively summarized the historic achievements and changes of China's economic development since the 18th National Congress of the Communist Party of China, made thorough analysis on the current domestic and international economic situations, deeply expounded Xi Jinping’s economic thought of socialism with Chinese characteristics in the new era with the new concept of development as the main content, and clearly put forward the overall requirements, main target and key tasks of the economic work in 2018, to provide the basic ideas for the economic work of the next year and determine the construction drawings. The SASAC system and central enterprises should understand deeply Xi Jinping’s economic thought of socialism with Chinese characteristics in the new era is the powerful ideological weapon to deal with the complicated situation and do economic work well, and also resolutely arm with this important thought, guide practice, and promote work; deeply understand the important significance of the high quality development stage of the national economy, further strengthen the confidence and determination to the construction of the modern economic system, and resolutely do a good job in operating state-owned enterprises and developing state-owned economy; deeply understand that the scientific judgment of the CPC Central Committee on the current economic situation is to the basic foundation of the good economic work, and actively act to ensure that various works of the reform and development of state-owned enterprises and assets work smoothly and promote orderly; deeply understand the overall requirements and major deployment of the CPC Central Committee of the economic work next year is the scientific guidance to promote the economic construction, carefully plan the reform and development of enterprises and state-owned assets, and make efforts to promote the development of the state economy to achieve a higher quality; deeply understand it is the strong guarantee to realize the sustainable and healthy economic and social development in our country to uphold and strengthen the Party's leadership in the economic work, always adhere to the Party’s leadership over state-owned enterprises, and strengthen the party building, to ensure that the decision and deployment of the CPC Central Committee on state-owned enterprises are fully implemented.
The meeting stressed that 2018 is the first year to implement the spirit of the 19th National Congress of the Communist Party of China, and the key year to build a well-off society in an all-round way, and this year the party and the state will celebrate the 40th anniversary of the reform and opening up, so the SASAC system and central enterprises should effectively promote various key tasks to implement solidly; promote our national economy across "two passes", especially actively act in the three major battles, i.e., preventing against and dissolving of significant risks, targeted poverty alleviation, and prevention and control of pollution, strengthen the sense of responsibility and urgency, take concrete actions to resolutely implement the decisions and deployment of the CPC Central Committee; push forward the supply-side structural reform, vigorously develop the advanced manufacturing industries, make solid progress in "three removing, one reducing and one adding", and accelerate the optimization and upgrading of the traditional industries; make full efforts to promote innovation-driven development, strengthen independent innovation, improve the institution and mechanisms, enhance collaboration and innovation, and play a key role in building an innovative country; continuously deepen the reform of state-owned enterprises and assets, continue to improve the management system of state-owned assets, further promote the reform of state-owned enterprises, speed up the optimization of the layout structure, strengthen the supervision and accountability, and promote all reform tasks to be implemented and take effect; vigorously promote the internationalization management level, actively participate in the "Belt and Road" construction, really improve the global competitiveness, pay more attention to guard against risks, make full use of the domestic and international markets and resources, and speed up the formation of the new advantages in international competitive cooperation; comprehensively strengthen the party's construction, insist on placing the political construction in the first place, adhere to the party’s comprehensive leadership over state-owned enterprises, adhere to the principle of the party’s managing cadres, and promote the further development of the comprehensive and strict governance of the party.
According to the meeting , we should strengthen the overall arrangement, carry out the responsibility layer upon layer, do a good job in work summary of this year and work plan of the next year, find out weaknesses accurately, lay a solid foundation for the work of the next year, and make sure to have a good closure and a good opening, in accordance with the requirements of grasping the big picture, holding on to the bottom line, high holding a banner, vigorously promoting implementation, consolidating foundation, and improving ability; always adhere to the people-centered idea, earnestly grasp the safety production work, further strengthen the consciousness of red line and responsibility, tighten the string of safe production, and take preventive measures against dangers; pay close attention to the production and life of workers, make every effort to solve the problems for workers, and strive to maintain the harmony and stability of the enterprises and society.
The Party Committee member, Chairman of the Board of Supervisors, and leader of Inspection Group of SASAC, the old leaders and the second-line Party members, and the cadres and Party members above the deputy ministerial level of the direct management associations, main responsible persons and party members of the SASAC management leadership and central enterprises in Beijing, main responsible persons of the SASAC offices and bureaus, discipline inspection groups stationing in commissions, directly affiliated institutions, office of the Board of Supervisors, responsible party members of all inspection groups, all retirement bureaus of the Administration Bureau system, and service centers attended the meeting.
